MEETING NOTICE

The regular meeting of the Palomino Valley General Improvement District will begin at 6:00 p.m. October 19, 2023 at the Regional Shooting Facility, 21555 Pyramid Hwy, Reno, NV.

TRASHCANS IN ROADWAYS 

The PVGID asks that residents place their trashcans and recycle cans off the roadway, beyond the ditch/swale. We have also put in a request with Waste Management asking that the drivers place the trashcans back off the roadway.  Trashcans on the roadways or in the ditches/swales hamper the GID’s road maintenance efforts.

Monthly Public Meetings are held on the third Thursday at the Washoe County Regional Shooting Facility located at 21555 Pyramid Highway. Meetings start at 6:00 p.m.

Welcome to the Palomino Valley General Improvement District's website. The 2011 PVGID Board of Trustees fulfilled a commitment to provide their constituents with information and knowledge about the District's functions and responsibilities by creating this website.

Below the following list of tab descriptions, please see the "About Us" information for an introduction to the PVGID. A list of the current Board of Trustees follows the "About Us" section.

The information you will find when you click on the tabs above is as follows:

"FAQ" - Do you have questions? Check out this Frequently Asked Questions page and you may find the answers you're looking for. If not, click on the "Contact" tab for the PVGID's contact phone number, email address, and mailing address.

"Agenda" - The PVGID holds regular, monthly Board meetings which are open to the public and are conducted in conformance with Nevada's Open Meeting Law. The agendas list the items of business to be considered and discussed at the meetings. The meeting agendas are posted to and archived on this page.

"News" - This page has links to newsletters, informative news, and photos and videos.

"Minutes" - As a governmental agency, the PVGID is required to maintain a written record of the proceedings of all public meetings. Meeting minutes are archived on this page. Minutes which have a "DRAFT" watermark have not been approved by the Board of Trustees. Once approved, as submitted or with changes, the watermark is removed and any changes are made and the final, approved minutes are posted.

About Us:

The Palomino Valley General Improvement District (PVGID) is a quasi-municipal corporation responsible for maintaining certain roads in the Palomino Valley/Warm Springs area. This includes most roads in the area, with the major exceptions of Pyramid Highway and Winnemucca Ranch Road. Funding for the PVGID comes from property taxes assessed on properties within the District, as well as a portion of the sales and use taxes collected statewide.

The PVGID was formed by Washoe County on July 28, 1973, pursuant to Nevada Revised Statutes Chapter 318. Its original scope of services included sewerage, drainage and recreational facilities in addition to roadways (which were originally intended to be paved). Changes in development plans for the District and related reductions in projected revenues for the PVGID resulted in a reduction of its scope to "operations, repair and maintenance" of certain roadways within the District's boundaries.

The PVGID maintains 92.8 miles of road, of which 19.08 miles are asphalt-surfaced and the remainder are unsurfaced. Maintenance activities are primarily performed by PVGID employees (currently there are only two employees) using PVGID-owned equipment.

The PVGID is governed by an elected, but un-paid, board consisting of five Trustees (see current roster below). Trustees are elected to staggered four-year terms. Elections are held in even-numbered years on the same ballot as other federal, state and local offices. Vacant seats may be filled by appointment by the remaining Trustees, with an election to follow in the next even-numbered year.
